30 watts of radio wave beamed into the ground creates a sound resonance enabling identification of fossil fuels such as crude oil and gas.  HAARP uses a billion watts of radio frequency which can disrupt the atoms in the ionosphere. HAARP can decide which portion of the sky to aim at; paint designs in the sky, by moving the beam around.  Military say they can create a hole in the upper ionosphere and it will heal over quickly.
